Who we are

This portal is operated by the Local Government Unit of Bagulin, La Union as its official internal digital services system for travel orders, human resource records, attendance, and related government functions.

Personal data we process

• Account credentials (username and encrypted password);
• Employment records — name, position, office, employment status, and related personnel data;
• Attendance data, including biometric time logs (time punches);
• Travel order details, leave applications, and trip reports;
• System access logs (date, time, and actions performed) for security auditing.

Why we process it

Personal data is processed solely for legitimate government purposes: personnel administration, attendance and Daily Time Record preparation, authorization of official travel, leave administration, and compliance with Civil Service Commission and other statutory requirements.

How we protect it

Data is transmitted over encrypted connections, protected by role-based access controls, and accessible only to authorized personnel with a need to know. System activity is logged and periodically reviewed.

Sharing and retention

Personal data is not sold or shared with private parties. Disclosure is made only to authorized government agencies when required by law or regulation. Records are retained in accordance with government records disposition schedules.

Your rights

Under RA 10173 you have the right to be informed, to access and correct your personal data, and to object to processing in certain cases. To exercise these rights, contact the Human Resource Unit or the portal administrator at the Municipal Hall of Bagulin, La Union.

This notice may be updated from time to time. Continued use of the portal after changes constitutes acknowledgment of the updated notice.

Authorized use only

This portal is a government information system intended exclusively for authorized officials and employees of the Local Government Unit of Bagulin. Access by any other person, or use beyond one's assigned role, is strictly prohibited.

Account responsibility

• Your account is personal and non-transferable — never share your password;
• You are responsible for all actions performed under your account;
• Report suspected unauthorized use to the portal administrator immediately.

Monitoring and audit

By signing in, you consent to the recording and monitoring of your system activity for security, audit, and administrative purposes. Access logs may be used in administrative or legal proceedings.

Prohibited acts

Unauthorized access, data tampering, and misuse of this system may constitute offenses under Republic Act No. 8792 (E-Commerce Act), Republic Act No. 10175 (Cybercrime Prevention Act of 2012), and Republic Act No. 10173 (Data Privacy Act of 2012), without prejudice to administrative liability under Civil Service rules.

Documents and records generated by this system are official only when duly reviewed, signed, or verified by the authorized signatories. While the LGU strives to keep the portal accurate and available at all times, it is provided on a best-effort basis and the LGU shall not be liable for losses arising from downtime, network failure, or events beyond its reasonable control.
